It is understood that the preparations for the second round of central environmental protection supervision are under intense preparation. The supervision team has preliminarily determined that the relevant supervision personnel scheduling is in progress.

It can be said that "everything is ready, only the east wind is needed". As long as the Central Committee orders, several major inspection teams will move out with the force of lightning, once again setting off a vigorous green storm.

Blue sky defense

According to the three-year action plan to win the blue sky defense war, 2019 will be a crucial year.

After the Spring Festival, the blue sky defense work continued to advance, and the Ministry of ecological environment has also had a clear planning path.

Specifically, it includes: steady promotion of bulk coal treatment, implementation of the key action plan for diesel vehicle pollution control, acceleration of ultra-low emission transformation in relevant industries, strengthening VOCs treatment, continuation of pollution prevention and control in key areas in autumn and winter, as well as the attack and treatment of "bulk pollution" enterprises, etc.

Blue water defense

A few days ago, the Ministry of ecological environment announced that the special action of environmental protection for drinking water source areas launched in 2018 has achieved remarkable results, completed 99.99% of the work tasks, and ensured the drinking water safety of 550 million people. After the Spring Festival, the battle will be further expanded and deepened.

Many key actions will be carried out in batches, such as the restoration of the Yangtze River, the treatment of black and smelly water bodies, the treatment of the Bohai Sea, and the treatment of rural sewage. The environmental protection of drinking water sources will continue to be promoted, with a larger scope, stronger means, and more severe punishment, so as to ensure that the battle against blue water will be won.

Pure land defense war

The prevention and control of soil pollution has been officially implemented on January 1, 2019. After the Spring Festival, the implementation of this law will become the center of environmental protection. According to reliable information, the supporting rules of the soil pollution prevention and control law will be issued one after another, and relevant governance actions will be launched nationwide.

Common "waste water" violations in the process of law enforcement in recent years

The abnormal operation of waste water treatment facilities includes the disuse of waste water treatment facilities, the damage and disuse of a certain link of waste water treatment facilities, the waste water exceeding the treatment link, the failure of dosing maintenance of waste water treatment facilities according to the design requirements, the current waste water volume exceeding the daily average treatment capacity of waste water treatment facilities, etc.

Excessive discharge of waste water

Due to the improper management of wastewater treatment facilities and the inability of wastewater treatment facilities to meet the current situation of the enterprise, wastewater discharge exceeds the standard.

Legal link: Article 10 of the law of the people's Republic of China on the prevention and control of water pollution shall not discharge water pollutants in excess of the national or local standards for the discharge of water pollutants and the total control indicators for the discharge of key water pollutants. In accordance with the provisions of item (2) of the first paragraph of Article 83 of the law of the people's Republic of China on the prevention and control of water pollution, it shall be ordered to correct or restrict production, stop production and renovation, and a fine of not less than 100000 yuan but not more than 100 yuan shall be imposed; if the circumstances are serious, it shall be reported to the people's government with the power of approval for approval, and it shall be ordered to suspend business and close down.

Pollutants discharged from rainwater inlet

At present, the environmental protection awareness of enterprises is relatively high, and there are very few pollutants discharged through the inlets. However, due to management problems, land subsidence pressing on the pipeline, and pipeline plugging, etc., the phenomenon of pollutants discharged from the inlets occurs from time to time.

The account of wastewater treatment facilities is not perfect

The operation and maintenance account of wastewater treatment facilities includes: operation time, dosing record and maintenance record of wastewater treatment facilities. The account is the trace record of environmental protection facilities management of the enterprise, and the enterprise shall be responsible for the authenticity and integrity of the account.

It should be specially reminded that the illegal act of "abnormal operation of pollution prevention and control facilities" is subject to administrative detention. Article 63 (3) of the environmental protection law provides for the illegal discharge of pollutants by means of the abnormal operation of pollution prevention and control facilities and other means of avoiding supervision, including the following circumstances:

(1) discharging part or all of the pollutants directly without treatment facilities;

(2) opening the emergency discharge valve of a pollutant treatment facility under non emergency circumstances to discharge part or all of the pollutants directly;

(3) direct discharge of untreated pollutants from the intermediate process of a pollutant treatment facility;

(4) stopping the operation of pollutant treatment facilities in the course of production, operation or operation;

(5) using pollutant treatment facilities in violation of the operating procedures, so that the treatment facilities cannot function properly;

(VI) development of pollutant treatment facilities
